Gun ownership is protected by the U.S. Constitution. However, people also have a right to be safe from people who misuse guns. While ownership cannot be prevent, it would seem that gun owners could be held to some level of accountability regarding training, use of the weapon and the possible injuries they could cause intentionally and unintentionally.
