However, many of them often fail or drop out within less than three years.They fail or drop out not because they are academically unprepared to attend college but because they are unmotivated; they are the first persons from their families to attend college; lack of sleep is negatively affecting them; or they have financial problems.

Drug testing recipients of welfare payments has always been controversial; most States that have tried drug-testing direct testing have been unsucessful. Florida's governor, Rick Scott, is putting his hat in the ring on this and beginning July 1, 2011, recipients of cash supplements are required to get a drug test prior to receiving assistance and periodically thereafter. So far, I have had five show up at my office for testing.
