You don't need qualifications - most certifications are out of date before you even start.
Anyway most small businesses will pay hundreds to see their business on Google even if they get no traffic. There are many SEO scammers out there making thousands.
My career is Internet Marketing and SEO, you have to get results, if you can deliver, you can get paid.
Currently most of my clients come through referrals, and they are happy to pay me a very decent wage because they know I can drive traffic.

Or did you learn it on your own?
Smart people want results. Unfortunately there are a lot of connable idiots out there.
