you can check for free advertising websites online, how? well you can google it. you can also promote it through your social networking account - facebook is an example. you can publish a fb status that you've started your new blog and add your blog url on it.
Oh my, first of all, search for blog catalogs - there are plenty of these, for example Technorati or Blogged.
Start creating social profiles on Facebook, Twitter and other social networks. Interact with people.
Then as Webguy said, google things - there are plenty articles or even Hubs here that can provide you with tips and direct links .
Just do some basic SEO, if you use google you can find other sites that will back link with you for free this will he'll your blog get seen.
