i want to build a mobile website but i don't know how ?

what you want to target?
you only want to share information about mobile and want to earn revenue form Google adsense or
you can create an affiliate website like <snipped link> to earn commission from sales.
Your best option would be wordpress and use a free hosting company to host it.
I'm thinking from your post that you'd like to build a website that will deliver web pages to site visitor who accesses your website using a mobile device like the Apple iPhone or iPad and so on.
I suggest you could either consider using Joomla or WordPress as your CMS.
Next, search carefully on Google for Joomla or WP templates that are mobile compliant.

Create your website pages using this template and you really will be good to go.
All you'd need to focus on would be the web page content itself.
Delivering your website content to a mobile device correctly being taken care of by Joomla or WordPress or any other CMS you choose.
This is most likely the fastest way to start your mobile based website.
