Following in twitter is so easy.Just click the follow button. Rarely do people bother to see the profile..(that's what I think) ..there may be exceptions but on twitter I dont think you should be happy when you have got a "follow"
It seems to have become a bit of a popularity contest now but you're right it doesn't really mean anything.
A good way of doing some maintenance is to look at friendorfollow.com and see who follows you. You can then follow anyone that is of interest and disregard the rest.
If you want the right people to follow you though, you really have to go out there, find them and follow them first!
It depends on the kind of people who start following me. I don't get pleased when some fake accounts start following me on twitter.
I don't block them though for two reasons. I am not going to share any secret thing on a public platform like twitter. And, I am not going to get their spam msg in my twitter timeline.
