The implementation of Graduated Driver Licensing programs in most states is helping to reduce these frightening numbers. The programs which award drivers licenses in stages have reportedly reduced teen crashes by 20%-40%. The programs usually award a learners permit first, followed by some form of limited license, followed some time later by a full license. While the Graduated Driver Licensing programs have had a significant impact, there is still much to work to be done.
