Funding can come from both government and private sources. Preservation efforts sometimes focus on improving a structure while other times simply preventing further decay is the best that can be done. There may be times where issues of safety must be considered as well. The work done to restore and strengthen The Leaning Tower of Pisa is one example that comes to mind.
