Like UK in USA, there are some nice areas and there are bad areas. In general, you should avoid living in ghetto or high crime cities. If you are on tight budget then it is not easy to find nice areas.
I personally do not know anything about living in Louisiana State but if you were considering moving to New York, Georgia or West Virginia, I can recommend places. However, you can check the links below to find detailed and current info about the cities you are considering. I hope you can find some nice areas in Louisiana. Good luck

Slidell, Ponchatoula, Hammond, all cities have a bad part, but almost all of the cities have a good part.  I lived there for years, really miss it.

The best place for a family to live in Louisiana would have to be Youngsville, Louisiana.
    Population of 6,364
Median household income (adjusted for cost of living): $74,809
Bachelor's degree or higher (25 years and over): 36.8%
Property crime rate per 1,000 residents (burglary and auto thefts): 2.67*

I think Baton Rouge and Shreveport-Bossier are really overlooked. They both have a population of over 200k, so you have all of the necessary services there. Also, both are very family-friendly. Baton Rouge has a stronger economy, but Shreveport-Bossier has a lot of opportunities, too.
