I don't see why not, especially if that is part of the snakes origional habitit. If it's not it still should be ok, but I'm not an expert on snakes.

I'd recommend removing it. Sand is WAY too dry for ball pythons. You want to use aspen or bed-a-beast substrate with ball pythons.
