Is this enough reason to put our beloved dog to sleep?

Our 17 year old terrier mix Sadie has slowly been losing the use of her back legs, and now either sits or lies most of the time and drags herself around. The vet has tried various treatments for arthritis but nothing seems to help. Problem is that when she drags herself outside to urinate or poop, she ends up sitting in it, poor thing, and then drags herself in again spreading a trail after her and everywhere she ends up. Not pleasant to put it mildly. It is becoming untenable. What do we do?
