Should a hotel be allowed to advertise as pet-friendly if their pet fee is nonrefundable?

I've stayed at many four and five star pet-friendly hotels. Usually, pet fees are $20.00 to $50.00. However, while recently booking a room a hotel stated their pet fee was $100.00 nonrefundable. I canceled my reservation. A $100.00 nonrefundable pet fee doesn't seem pet-friendly to me and instead appears to price our four-legged friends out of the picture.

I understand all dogs are not created equally in the area of their behaviors and bathroom habits. I do take issue when a hotel has a nonrefundable policy that prices a pet owner ($100.00) right out of the picture.
