Does a phantom pregnancy increase risk of tumours if bitch isn't spayed,

My chocolate cockador bitch (Aero) had a phantom pregnancy after 1st season. Shes now 1 year old. Vet has suggested spaying her to avoid tumours. She has lately shown maternal instincts with certain noisy toys, protecting them and cuddling them. I'm concerned as to what is best for Aero. Spaying or puppies after her next season. Aero has a lovely temperament is healthy and is very placid.
