Your male appears to be ready, but the females may not be. Condition them with brine shrimp, tubifex worms, or bloodworms. Frozen is better, but freeze-dried will do. Other than that, since the females ovipositor is visible, it may just be a waiting game. When I bred my gouramis and bettas, I would set the tank in a larger plastic container with the same height of water as the tank. Then I would put a submersible heater in the container and raise the temp to 82 degrees farenheit. Also, I would place a glass top on the tank to keep the heat stable. The temp may be too low in the tank to stimulate the females to spawn.
