That depends on the device. Your best bet is to file a complaint to the police as ANY anti barking device is never a guarantee and usually a waste of money. If you live in an apartment make complaints to both your landlord AND the police, this way the landlord is aware of the problem and can warn them that they may have to get rid of the dog or move, and if the landlord ignores your complaint the police can pay a visit. The last thing a rent owner is going to want is the police constantly showing up. Don't threaten your landlord with the police though or you might be the one who gets evicted. Please also note that any possible harm that could come to the dog as a result of a device that you might use can allow the owners to take legal action against you, so be nice and respectful to your neighbors and there dog and talk to them about it. If the dog is a puppy please allow some grace time, puppies are like babies they will cry a lot.
