This is what I use and I love it :) How this helps
desktop editing- GIMP, and yes.. online editing- pixlr
there is also the option of Gimp which is free. It is set up a lot like Adobe photoshop but without all of the bells and whistles.
I don't do any major photo editing, but I like to use picnik.com because it's quick and very easy to use.
for simple stuff like resizing, cropping, file size, colouring, contrast, gamma, stuff like that I use and recommend IrfanView. - www.irfanview.com/
Thank you all for the great answers! Lots of possibilities to explore I see. . .I have since discovered Gimp and am seriously trying to become a Gimper (slowly though.)
picassa is another good photoshop. it also uploads to most blogs.
depend whether it free freeware or paid software
if freeware, for simple application i like Photoscape.
for paid software, i like Capture NX or Photoshop.
You can try GIMP too. Similar to Photoshop but it is free.
