What is the significance of the arrow on the side of new fuel filters?

Thanks again for all your advice. After changing my fuel filter, my engine stalls and dies after just a few seconds. I used a Wix filter from O'Reilly's Auto Parts. It had an arrow on the side of it, which I installed facing the direction of the fender. I read on e-how.com, however, that the arrow should be facing the engine? Also, though I tried not to, I left some stress on the top fuel line. Could either of these things be the problem? Thanks! (Also, could you please expound a bit on replacing o-rings?)
