No, I don't believe so. I live in one state and work in another and the price difference is a minimum of 0.40 and I feel it is ridiculous

Nope. The fuel prices are controlled by the oil companies. They could lower the prices any time they want. Corporations are profit-making machines, thats all...
Great question, by the way.
I seriously doubt it. The main profit from a barrel of crude oil comes from plastics. They could probably give the gas away free, & still make billions in profit.
