Cairo! The taxi drivers there seem to go to a school where they learn to use their horn in place of the brakes. It makes driving in India seem like a joke. (I was in Delhi once and the taxi driver pulled out without looking for traffic. I asked him why he did not look first. He replied "It is okay God was looking for us.")

Its probably more important in cities where you visit. Its when you don't have a clear idea of which lane you need to be in or what turn to take that you notice how courteously other drivers are treating you.
