Lotto Outlet Franchise: Cost, Requirements, and Profit

Updated on December 10, 2015

How to Franchise a Lotto Outlet in the Philippines

If you'd like to start a worthwhile business, why not invest and franchise your own lottery outlet?

In this article, you'll learn the cost, requirements, and how much you would earn from franchising a lotto outlet in the Philippines.

Requirements

If you want to open a lotto booth in the Philippines, you have to follow some very strict requirements since it's a profitable business.

For an individual, you must:

  • Be a Filipino citizen
  • Have no criminal record
  • Be at least 21 years old

For a corporation, you must submit the necessary documents which will be discussed further down in this article. It's also recommended that you find a good location for your lotto booth — preferably one that is crowded.

Start Your Lotto Franchise

I was in a lotto outlet the other day and a thought struck me. How much have I spent betting in the lottery? Is it worth it? Until now, it hasn't been. But, I thought, perhaps there’s a way to break even. Then I got the idea to franchise a lotto outlet.

Before you open your lotto franchise, you should understand that it’s not really a franchise. I’m talking about the PCSO lottery here. It’s a Filipino non-profit organization, for goodness' sake. So you can be sure they'll never open up their brand for franchising — I’d bet on that. However, they do let anyone be a lotto agent.

Now, let’s talk about being a lotto agent and its requirements.

Costs

You, (the agent), will provide the location of the lotto booth, so you'll have to cover all costs such as the rent, lease, or sale of a building, including construction, electricity, phone connections and all other site-related costs.

You’re under an agency contract so you won't pay a huge amount for using the trademarks and brand name. You’re only required to pay for these three things:

  • A processing fee
  • An installation fee
  • A surety bond

That’s pretty much of it. Let’s say you have your own site already. Opening a lotto outlet will only cost you around 30,000 to 50,000 PHP depending on your Surety Bond insurance option.

If you don’t have a site yet, you’re likely to spend below 500,000 PHP. So you will have to invest a good amount at the start of your lotto adventure.

Revenues and Profit

How much will you earn? This is a very frequent question. Being an agent will give you 4.5 to 5 percent from the gross sales. The higher your sales, of course, the higher your revenue. PCSO will also grant you a percentage of a winning bet from your outlet with a maximum of 500,000 PHP, depending on the jackpot winning prize. How cool is that!

As a business, you have to consider overhead expenses such as electricity, wages of employees, rent, and other costs you incur with your booth. The only things the PCSO will provide for free are the tickets, the terminal hardware and software, the printed materials, and other paraphernalia.

To make the most money, you need to choose the a good location, which means a crowded place and a busy commercial area.

PCSO Official Requirements

The requirements for online lotto agents are listed below including the steps for application. They are retrieved from PCSO official website:

Applicant must be:

  • A Filipino citizen
  • At least 21 years old

Individual applicants must accomplish and submit:

  1. Three (3) latest ID pictures (2 x 2)
  2. Three (3) latest ID pictures (2 x 2) of spouse
  3. A letter of intent
  4. An on-line lottery personal data sheet
  5. Proof of income (see below)

If you're self employed, you must also submit:

  • An Income Tax Return
  • Registration of Business
  • Audited Financial Statements

If you're not self-employed, you must submit:

  • An Income Tax Return
  • Registration of Business Audited Financial Statements
  • Certificate of Income

Required Proof of Ownership or Lease of Outlet Location

Individual Applications

If you are an individual applying to be a lottery agent, here is what you need to supply in order to prove you have the right to use the proposed location.

For the owner:

  • Land title or TCT

For the lessee:

  • Notarized contract of lease
  • Building owner's authorization form

For both an Owner and a Lessee

  1. NBI clearance (current)
  2. Brgy clearance (personal record) sketch or location map of the proposed agency site
  3. Photograph of the vicinity
  4. Photograph of the building
  5. Photograph of the interior

Corporate Applications:

If you are applying on behalf of a corporation, here is what you'll need to submit:

  1. Bio-data of corporate officers and directors
  2. Photocopy of S.E.C registration
  3. Photocopy of articles of incorporation
  4. Photocopy of by-laws
  5. Latest audited financial statement
  6. I.T.R. for the immediately preceding year
  7. Letter of intent
  8. Contract of lease
  9. Building owner’s authorization sketch
  10. Location map of the proposed agency site
  11. Photograph of the vicinity
  12. Photograph of the building
  13. Photograph of the interior

The Agency Site Requirements

The applicant must make sure that the proposed agency site complies with the following criteria:

  1. The building must be 100 meters away from schools, places of learning, and places of worship, subject to PCSO's policies and existing rules, except when the location is enclosed or a shopping center.
  2. The location must have good foot traffic, i.e. be situated in commercial or busy intersections and areas. The location of the terminal or booth should be strategic if within a mall or superstore.
  3. The area must not flood.
  4. It must have a floor space of 8 - 9 sq. meters or available business counter measuring at least 1.0 m X 0.5 m
  5. Preferably, the facility must have at least one (1) telephone facility, landline or cellular, for hotline operations. The said telephone (especially a landline) should be situated no more than one (1) meter away from the proposed terminal location.
  6. The area must be enclosed (for security purposes) but have frontage from human traffic and entry. Frontage must face the main road or the direction of major traffic flow. In the case of shopping malls, shopping centers or superstores, the location need not be enclosed provided there is store security, especially after store hours.
  7. Facility must have floor space and proper ventilation (preferably air-conditioned).
  8. There must be regular power supply of 220 VAC, with grounding and available power point/s.
  9. Facility must have available shelf, counter, or cabinet for terminal installation, modem and storage of lottery materials. If not currently available, the agent will be advised on when to fabricate.
  10. There must be operators available for training in the operation of the terminals — preferably one dedicated personnel and a back-up personnel per terminal. This agent will be advised on when the operators will be trained.
  11. The major operating hours of the terminal will fall within 7:00AM - 8:30PM, seven (7) days a week.
  12. The facility must be at least 100 meters away from any existing lotto outlet which shall be subject to PCSO's governing rules, which are as follows:
  • National Capital Region — 100M
  • Southern Tagalog and Bicol Region — 200 - 250M
  • Northern and Central Luzon — 200 - 250M

Approved technical site survey by carrier.

It's a Serious Business

Being a lotto agent is a serious business though and may I remind, you’re going to be affiliated with the PCSO (Philippines Charity Sweepstake Office) (ahem . . . the government).

You should know your rights and your responsibilities since you have to be in compliance with your agreement no matter what.

I think a certain Hubber is about to get into the Lottery business! Heh! Seriously, this is a great hub. I learned a new thing here. Basically you can't technically ever have a franchise with the Philippine Lottery. Only an Agent. Bummer. But it is good to know! Well done! Great Hub! Cheers, Fehl. Rating up!!

I was thinking bout it, since they're so strict with the location, just waiting for someone who could sell his outlet..LOL Thank you. I wonder if it's safe to show ads in this hub? I'm still contemplating with it LOL It's franchising though..Whaddaya think my smart friend? I've contacted HP bout it but no response yet.....Yup, good to know, I didn't realize it until I made this franchise hub LMAO Hubbing is a way of learning...

There's a big storm over here now......scary! TC Cassy Cheers!

Hello Fehl! Love this Hub! :)

    • Cheeky Girl profile image

Cassandra Mantis 6 years ago from UK and Nerujenia

Wow, if you could afford it and get a good return on the investment as an agent, I would say yes, go for it. But I'd do some market research first and find out are Lottery tickets selling there? I have this theory that the more franchises there are of something, the smaller the customer base becomes. Perhaps I am wrong.

Why are you not showing ads here? I could not see any Google or Amazon ads. By all means switch them on if you like! Are you registered with Amazon? You can also have Amazon ads on your "wrong sent" blog too. The ads can bring you in revenue, Fehl. I would definitely commercialise your hubs more if you can. I have registered with Lulu to shoe their ads on my Google adsense site and hubs and blog. Lulu is affiliated with Google Adsense, so my ad payments are paid to me via Google. Wehey! It's free to register!

Did you mean that you want to display Lottery ads in your Hubs? Ask HP about becoming a Hub Affiliate. I think that is one possibility. Let me know how you get on, Fehl.

Yes, I see Typhoon Megi is beginning to leave Luzon and head towards China. I am sorry to hear it cost a few Filipino lives. I saw it on the TV. Take care always. Stay safe! XO

Yup, I'm still into studying it. I just found out that lotto outlets are so hard to franchise nowadays because of the locations..

No google ads here coz this hub is related to 'gambling' I realized bout that after I nearly finished publishing LMAO Cool to be safe anyway. I'm only allowed to display Amazon ads.

Really? Wow, that's cool with Lulu! Tell me more bout it. :)

The super typhoon is known here as Juan. Megi sounds kind, too. But heck it's the strongest typhoon of the year. Thanks Cassy! TC :)

Hello Cathy! Why do I have the feeling that someone is so sleepy? hahaha You're so speechless..Ha the weather is calling me to sleep LOL Happy to see you Cath :) XO

I would be curious to see could you get the Agent license, it would be great. It's a great business idea. An easy product that sells itself, if you think about it, the higher the prize!

Sorry to see you fell foul of the rules on gambling in Hubs. Bummer. In the UK the Lottery sells pretty well, as long as the tickets are low in price. I think a British person won the Euro Lottery recently, over £100 Million. Ooooh! Nice!! It wasn't me!

I will email you about the Lulu thing.

Stay well away from that crap bad weather there. Cathy has for some weird reason bought a ton of DVDs! I guess we'll be watching a pile of films here! I have to get some popcorn in! Heh! Cheers, Fehl! X

Yup and that, too. The location is the toughest thing. Well, this hub would help a lot so better publish than waste it LOL I go for Amazon! Woooh!!! I've heard last year a Filipino won the lottery there. Very lucky!

      Thanks Cassy! You're awesome!

There was a blackout yesterday becoz of the typhoon. Another one is coming up according to the news. Ow, those freaking typhoons are really in love with the Philippines it seems. Why cant we just dump 'em! LMAO TC and take care of Cathy. :) Cheers! Enjoy your DVD marathon you two! XD

Nice article here, twentyfive. Very detailed. The pot right now is around P600M ($16,636) already and nobody seems to be lucky enough to get that so far.

I have known of some folks who won the lotto but their millions were gone in barely 3 years - they bought a nice house, family car, paid off their debts, put up a small business over another and pufft! Maybe the National Government especially the Sweepstakes Office should require the lotto winners, big and small, to undergo some entrepreneurship and financial literacy training so they will have some idea as to what to do best with their winning.

If they really got no entrepreneurial inclinations at least they can decide to live on interest by investing their millions in Treasury Bills for a time while they try to figure out how to make more money out of the money that they got from lotto. Because it's sad to know that almost 90% of the lotto winners ended up back to being poor again after 5 years - in fact some ended poorer than before - and to me that's a failure of the lotto program because it's supposedly more about not just giving out money but more on helping the poor improve their lives. They should keep on, but they should also improve especially on the social development side.

Lotto outlets are mushrooming even inside the malls and busy food outlets, and I believe it's a good money maker too (at least from the business point of view), though I have some reservations on its social and spiritual impact on people, but that's totally another topic.

I heard the PCSO is so choosy and so strict with these lotto agents and booths. They are into choosing the best location. If you're site will be in a mall, it's easier to be approved. You know the government here, everything takes time. But don't get tired of making follow ups. Hope you get approved. :) God bless!

    • profile image

      Jodea 5 years ago

@Pinky tomolin - Cash Bond is you pay in cash , while surety bond is in the form of insurance policy where you pay premium monthly or yearly. That depends on the broker or Insurance company you deal with . Lets say PCSO requires an amount of P300,000.00 for the cash Bond or in Lieu of the cash Bond they accept Surety Bond in the amount of P700,000.00 . . . .

      Sir/Madam:

I am interest with Lotto Franchising or Lotto Agent, the requirement is quite easy and attainable. SSg Edwin A Detera Jr ODIG, 2ID, PA Camp Capinpin, Tanay Rizal

I want to open a lotto outlet. I Just graduated from my 3 terms as a barangay officials last month, Nov. 30 which is the source of my income. As such I am jobless for now so I cannot produce any proof of income as one of the requirements. What can I do about this?

I intend to locate the lotto outlet in a stall at a public market. The stall belongs to the municipal government who keeps the copy of the lease contract and would not allow us to obtain a copy. Is there any substitute for this requirement?

I hope you can post your answers to my querries in this page. Thank you.
