Some employers check the credit report of their applicants, but they have to request the approval of the person before they can check it. Financial Misconduct means that the person is not managing his / her credit well - example: past due account. This may have an implication that the applicant is not an ideal candidate to handle responsibilities if he / she don’t know how to manage his / her personal finances.
