Neither one, any more than buying a hamburger is a right or privilege. Buying a hamburger is exchanging money for a product, and anyone with money can do it. Having a job is exchanging a product (your skilled labor) for money and likewise, anyone can do it if they have the right skill for the right price.
If your labor is the right price and you can find a buyer that wants it, you have a job. If you can't, you will have to lower the price of your product (labor) or find a different product (change or increase your salable skills)
