If you accept that everything has an oppossite and that there is a Natural Order in life, then the simple answer must be that countries like the Sudan will only be saved once there is order and control.
Countries like Sudan may not have much in the way of money, but they do have an abundance of natural resources - minerals - iron, copper, silver, gold, trees amazing wildlife, to coin a phrase they have "Everything and Nothing" all at the same time. Put simply if they use what they have wisely they can succeed.
So i guess they should focus on what they do have and learn how to use it well and not exploit it. If they stop the illeagal hunting they will have wildlife on which to build a tourist industry. If they regulate the deforestation they protect the environment an serve to further tourism, their economy and the people who need it to fuel fires/live.
All this is easy for me to say as i am not the one who is starving or being flooded out of my home. However, any recovery/change follows the same path whether its a country or a person. When you think your at the bottom -you're not, there's always a bit further you can fall until you bottom out.
Once at the true bottom you have to assess your situation, work out your assets/strenghs and build slowly, slowly, one small success at a time. If a country or a person can learn to be like the tortoise who raced the hare and slowly but surely take one step forward towards the finish line then definitely they can thrive.
