From my POV, something that requires you to fork over your credit card to buy things or sign up for various services is not a "survey," and this sums up most sites I've run into.
Awhile back there was a legit survey company that sent surveys and small cash payments through the mail, but I don't know if they're still in business.
Otherwise, the only one I've found that's legit is one that sends real surveys by email, and sometimes offers the option of trying products they send (free) by mail.
While they only pay $3. per survey, and $3. for product reviews, those few dollars here & there can be nice. The company is called Pinecone.
