This is the case with CEO's of major corporations. They get millions in their annual bonus even if they don't succeed at making the company profitable and even if they run the company to the ground. I think this would be a great topic for an extensive article with some research and examples presented. I'll leave it up to you.

That was a very interesting research study. It's important to study that and to discover that performance declines when being paid ridiculous bonuses or salaries. The key is that the money is not based on performance. That's what creates the problem.
