What are the 5 ways that civil service jobs diminishes individual incentive to perform at the best

possible human ability? Civil service jobs are based upon a test system. Even if a person works diligently, he/she won't be promoted unless he/she passes a test in many cases. A person can be a mediocre employee; however, he/she can be promoted if he/she passes a test. Civil service jobs oftentimes do not fire bad employees because of the strong unions. Less than unsatisfactory employees are retained thus penalizing the better employees. Again because of strong unions.
