Don't know about apt, but I find it very surprising. It is interesting to compare it to what Rand Paul said: "...people who seek the American dream are not bad people." Essentially what Bush said is that not only are they not bad, but maybe they are actually kind of good. In the Republican universe that is heresy. Immigrants possibly being good people is like saying that sometimes taxes are good or that sometimes public solutions are better than private market solutions. It is outlandish, which is why other Republicans were so quick to attack him for it.
Whether he actually believes that or is working on votes, who knows. As far as whether I think he is correct—are immigrants good people who do what they do out of love—absolutely.
