A local restaurant charge a $.35 "minimum wage" fee per bill. What do you think?

I saw a quick report on CNN recently where a small restaurant has add a $.35 "minimum wage" fee to each bill. It wasn't a chain and I didn't catch where this was, but it just occurred to me that small restaurant's, last I heard, aren't subject to minimum wage. That aside, what do you think of retail establishments putting that on their bill? I am still thinking about it.

Min wage is to prevent subsistence wages like in 1850s; it has failed to do that.
