Is $15.00 per hour minimum for fast food workers too much?

The chain restaurants are protesting the newer $15.00 an hour pay raise in New York. it will gradually raise to that by 2018. The owners claim that only national chains have to abide the higher wages and not other restaurants. Is this fair to the owners and too much to pay ?
