Urban planning needs property valuation to know what kind of zoning will be profitable and what to build. Let's say that an area had low property values on the homes and commercial properties in the area. This is not a great place to zone for more commercial. It may be a great place to consider zoning industrial or putting in a highway. If property values are high, there is likely to be much opposition to nearby industrial zones or a new thoroughfare, but commercial zoning would be profitable.
