You could decide totally on your own what apps and plug ins you want to be using, what theme you want to use for your blog etc. You can go to the wordpress website and download a wordpress blog as a zip file to your computer and then just upload that file to your domain hosting account, what ever hosting company you are a customer with.

This will benefit your level of exoposure for your blog, as well as benefit your blogs search engine ranking.
