I reckon it's got to be keyword related? As in, type a question about Egypt right now and see what happens? Probably the same that would have happened last week with Moscow, I guess...
I think that if it's a unique, or a questioned deemed to be most useful to the community via hub relevance, then that is what does it; I doubt that the moderators do it, but the moderators ARE looking at the questions. It's probably done with software; but I wouldn't know with any degree of certainty.
Several people answer it, click on it, or read it in a short period of time.
This has run its course. I would have thought that a question is hot after it has had lots of hits, and/or, answers, I don't believe that would be apparent after a minute. There is, of course, the possibility that some one is manipulating what goes into hot questions.
