The revenue generated from Adsense is split between the hubber and HubPages at the ratio of 60:40.

That's just a decision that HubPages made. HubPages earns 40% of the money to keep the website online and to pay its employees. The rest is profit.
You can help the HubPages community highlight top quality content by ranking this answer up or down.
If it was less than 60% you might think you were getting ripped off,
I think most people see this figure as being better off with that split. If it was the other way round I think people would take their hard earned written content elsewhere.
Hubpages needs money to maintain their awesome service. It would be unfair if you got all the money while they did a lot of the work.
