Hello cleaner3! One of the reasons that HubPages doesn't favor poetry is because of the main objective of HubPages as a whole. Don't get me wrong, many people are successful poets on HubPages (check out Vincent Moore: http://vincentmoore.hubpages.com/) but they also write other content besides poetry.
HubPages is not a blog or a poetry site. It is a content-based article writing site and strives to uphold their reputation of publishing quality informative articles that can compete for traffic on the web. As a private business, their interest is in making money and sharing some of the money with the authors on the site, and it is in their best interest to reward quality content.
