My last few Hubs have scored in the high 50s or early 60s when I first publish them. Fortunately they tend to go up from there!

Mines are around that too. Yes, and they do go up....
I tend to get new Hubs up to the high 70s before I publish them. You can work on and improve them for as long as you want before you hit the publish button.
When I publish my article for the first time, usually it's above 70. I still edit my hubs after publishing, to improve it more if I can.

It is 40 i guess .... mine was 40. And is regarded as lowest also
Usually my hub score is 50 above, when I publish it first time. then it grows up gradually.
