How does the orignal hubscore of an article get calculated?


Sometimes my hubscores prior to publishing are in the fifties, sometimes in the upper forties. I read from an experienced hubber that you shouldn't publish anything below a sixty?! The problem is if I preview a hub that's say a 51, it doesn't seem to matter what I do to add content, capsules, etc.- it doesn't seem to raise the initial score. Anyone able to provide some insight?
