I don't think you need to worry about your commenter level. You've only been here 7 weeks, and it tends to go up rapidly at first, and then level out. If you are commenting on hubs your level will rise, but it's best to comment because you are genuinely interested in the hub or like the hubber, rather than to try to increase your score.
I don't think commenter level affects Hubberscore much either because I've been a level 7 for around 9 months yet often have a Hubberscore of 100. But even Hubberscore doesn't affect traffic. I know this doesn't really answer your question, but nobody really knows the exact reasons for various scores and levels. What's far more important is to write quality hubs that are at least the meeting the requirements of the "Stellar" hubs outlined in the learning center.
