No, instead of deleting a poor performing hub try tweaking it. Change the title, maybe add some content if you can, another paragraph or picture. Sometimes it may take several weeks and up to a month or more for changes to a hub to really take effect but usually a positive change will show slightly the same or next day.
Many hubbers also do nothing to hubs with low traffic, and out of nowhere (2-3 months later or more) traffic will just shoot up. One of my hubs used to get maybe 4-5 views on a good week, I changed things around for weeks and saw very little change until finally it made it to 20-30 views daily on it's own, months later.
I don't remember where I read it but it was here on hubpages from a respectable and successful author. They said it takes about a year for your hub to fully mature on the web.
