Not really. I tend to ask questions to get the pulse of the community. Sometimes answers or questions can inspire a new hub. I'm far more likely state my opinion in an answer to someone's question, in mine or other's hubs, or in my books.
Generally speaking I try to avoid (leaning) questions where I'm looking for people to "second the motion". In fact I enjoy a stimulating debate every now and then as long as it is not reduced to personal attacks. You are right about some people asking questions for the purpose of eliciting agreement. If they get too many people disagreeing with them they will often remove their question or hub.
