Why does one's commentator level go up and down? Who makes the decision and what factors are taken into consideration?

Sometimes, other parts of life, illness, family illness, injury, vacations, work, etc, can cause a person to be inactive for a period of time. Should he be punished for that. I do not understand how commentator levels are assigned. Some are too high.

I think you are right. I have been pretty active the past 10 days and my score dropped one point, probably because one of my Hubs took a jab at some of the new HP "suggestions" for quality Hubs. They held up a hub claiming it had duplicated material.
