What is so special about a hub being featured if said status is considered a basic standard?
In most (or all other!) contexts, being featured about or for something indicates an extraordinary achievement or quality of craft. Why, then am I catching whisps of "only 10% of your hubs are featured". And why should one suffer severe or punitive consequences of "only 10%" or "only 15%" of ones hubs are featured.
What does this mean? What is this, Kindergarten where "everybody wins and gets a blue sticker! Yay for you!".
Being featured should mean something. And the average hubber should not suffer artificial knock down because some "new and improved" algorithm has commanded it so!
It sort of is like kindergarten in that way. Having your hub be featured is really just having it meet the minimum standard as you have said. It's not special, just ordinary.
The thing is, the ones that are not featured either didn't meet the quality standards or they are not getting traffic. So, they are not considered good enough, by HP standards, to be ordinary (featured).
When I see that my Hubs are featured, I see it as "YAY, YOU'RE NOT WRITING CRAP!!" I'd like to see the stats on how many Hubs get rejected, there's a lot of spam out there.
I recently became aware of the "feature" scenario and must admit when I realized that about 1/4 of mine were not "feature" quality, I didn't feel so great but then I took another look and decided to take a few hubs a day and rework them.
Afterall, some things had changed and could be updated and I had some new experiences since initially writing them and were able to update them and I must say "all" of them, that I updated, have received the blessed "H" next to them.

Hi, I understand the recommended article length on Hubpages is 700-1250 words. Will articles longer than 1250 words always be rejected for featured status?

Earlier today, all my hubs contained the "H" icon in the featured column, which means featured. Now two of my hubs have no icon at all, that space is completely empty. Does anyone know why?

Is it possible that, even when a Hub is in Idle Status, it could still be found on the Web and get views and thereby come out of Idle Status? I ask this because I was searching the Web on a subject and accidentally found a Hub and when I checked the Hubber's profile, this particular Hub was not...
