How is citing websites and photo attributions considered over promoting?


I recently noticed some hubs that have been published for some time have been labeled as overly promotional. The only websites I have listed in my articles are those I am citing and all others are photo attributions. I do not add direct links If this is the case how do I properly credit web authors for the work they allow me to quote. How is this considered promoting. I do not commercialize my hubs and am not promoting the website. when asked for direct links in photo attribution boxes I add them. Why was the hub previously approved now it is not?

    Then why does it ask for url address when adding an image. So if I use more than one image from the same website its considered promotional. Or do I simply attribute it without the address?
