Is there any way to make readers subscribe to my HubPages blog, like Optin form ?
There is no way to "make" people subscribe. They can follow you, using the follow button on your profile. Depending on how they have their preferences set, this may send them an email each time you add a hub.

I believe, only members of HubPages can follow me. What about non members?

Are you wanting one of those pop ups that say ' you must sign up to my blog to read more of my hubpages article'?
Other than a non member bookmarking your article on hubpages, there is no way for non members to follow/subscribe to you or your articles. You could try to get your non member readers to create a hub page account simply so they can follow/subscribe to you .... but not sure that is gonna work well.
Firstly, Hubpages is not a blog.
Secondly, visitors to one hub may never read another word you write.
Longterm traffic comes from Google and social media. It will increase with time.
