Why aren't the "related hubs" at the bottom of hubs actually related?

Have you ever noticed that the "related hubs" at the bottom of hubs are not often related at all to the hubs they are on? Many are not even in the same category, i.e. a hub in the Books, Literature, and Writing category may have "related hubs" at the bottom that are published in Gender and Relationships or Sports and Recreation. What is the point of listing hubs in different categories under related hubs? Wouldn't it make more sense to list hubs in the same category?
