More hubs you have, more chance to get approval. They like to see a volume of articles and some kind of commitent. My advice would be to apply only when you have at least 20 good articles and at least some traffic (maybe ten visitors per day). I applied with 50 articles (another account) and was approved in 24 hours. You need to have an acount which is at least one month old and in some casses (depends where do you reside) they want to see six months old account.
There is good logic behind - without a mass of articles you can't really earn and they can't either. So why bother?
Without some time passed they can't see if you are serious. Would you trust somebody, who is in business only for one day?
Be careful, when you are applying with certain site or account. If you abandon it before they approve it, but later want to start over with new site, this will be VERY hard. They will know about the old site and expect to have things solved there, not at the new place.
