Why does hub ranking depend partly on how often they are updated?

If a hub is well written from the start and it gets good traffic, why does the author need to update the hub periodically to keep the ranking up? This part of the ranking formula baffles me. Thanks.

Thanks, but you can be active creating new hubs. It seems to me, depending on the topic, once a hub is written, the quality or "score" should be dependent on how much traffiic and feedback it generates. IMHO
