I often notice that newly registered members at HubPages start following others even before they publish a single article. I do not recommend such practice. They should first concentrate on publishing one or two posts of their interest and then only should try to follow others so that other existing members may become aware of their tastes and abilities and provide support to them.

But, such acts are suspicious. One can simply follow to gather some content and publish their own articles elsewhere clubbing those.
You may be right. I also noticed many members who have no hub to their credit. They are simply registered. I think our administration should locate and delete such accounts.
For simple reading, you need not be a member here. You can visit the homepage and read whichever article you may want.
But you cannot get notification that someone you WANT to follow has published. That is what I wanted. I did not want to have to sort through all the detritus to find the KIND of writing I wanted to read. It was simply for MY convenience.
Okay, it may be convenient for you if you sincerely look for reading your articles of interest. Even then, you may not find them any topic wise. And, I may not follow you back unless you produce content.
