I don't think that people come to hubpages to find information in the way you are suggesting, apart from possibly other hubbers. It's not a search engine and never will be. So you're right - what you've said is not logical, so it's a good job that HubPages doesn't work that way!
People search the net and hopefully they will find a hubpage that relates to their query. HubPages tend to rank well in the search engine results because it is a high authority site in terms of Google PageRank. This means that a good hub can get on google's first page relatively quickly - which is what it's all about if you're looking to make money.
The money making factor depends on how much search engine traffic your hubs get, what you write about, and whether surfers click on your ads or buy products from your pages.
