Not really. It will be considered duplicate content. And why would your readers bother coming here to read it if they can read it there?
Of course if you just mean the blogger will share the link, that's fine. More than fine, in fact.
You get paid via the number of views you get. If you allow someone else to post your article, then you get nothing. Not a good idea.

Technically, you are allowed to publish your articles from here elsewhere provided you publish them here first. So yes you can do it. However, the problem with duplicate content is that though you won't actually be penalized by Google for it, duplicate content can still sometimes impact search engine rankings. When there are multiple copies of the same article in more than one location on the Internet, it can be difficult for search engines to decide which version is more relevant to a given search query. When you have duplicate content you can suffer rankings and traffic losses which equal earnings losses. I would suggest writing a similar but alternate version of the article with a different title, and try to rank for some different key words. With a different title and different keywords you could get away with the paper essentially saying the same thing but using different wording in a different way.
He can't 'get you an adsense account'. You can only have one. So you would have to share your code with him.
It sounds to me like he's just trying to get free content.
It really isn't a good idea to have your (duplicate) work in more than one place. Keep your Hubpages work on Hubpages, and write other articles for elsewhere.

I don't know. He might be able to add advertisements with your adsense code on them.
However, before making any commitments, you'd have to see proof that his blog is actually earning a decent amount.
I am pretty sure he just wants free content. Unless you know this person well and you are certain he's not ripping you off.
Why not ask him to explain how it would work?

You can't until you have a decent amount of top quality content for Google Adsense to review.
You can apply via HubPages, but you'll need at least 10 featured articles.

If you have sufficient amount of work elsewhere, such as your own blog, you can apply independently of HubPages, then you'll get your ID.
Google needs to approve your work and sites in order to grant permission to use its adverts. If they deem it insufficient you'll be turned down and will have to reapply once you have enough work to show them.
