H2 above photo or above text?

   You may find that an editor will make that decision for you. Whenever I've added a title above an image, it's been deleted by a HubPages editor.  They always leave the headings that I put above my text capsules, but below the image.

   Above your text is correct. H2 headers should relate to text. The image caption/alt tag relates to the image. You probably aren't hurting anything by using H2s above images, but you aren't getting the most benefit from them and it looks clunky. Above text is most useful to humans and for SEO.
   
   Images and videos already have elements that tell search engines what is going on with them. See this thread.
   
   I used to use headers over videos all the time, but I remove them now when I catch them in my older articles.

   I agree with the other commenters.
   
   The title above the text is how HP likes it done. I think it's best for the appearance and SEO.
   
   Generally speaking, images and videos shouldn't be given a title.

   Many of my hubs include lists of videos or pictures with a text block about each of them. I think it makes more sense to have the title and text (or at least the title) above the relevant video or picture. However, HP always moves them so the title and text are below the image. To me, this makes it seem like the text and title go with the image below it. I've given up and let them have their way, but it still seems confusing to me.

   Melbel, I understand why you would prefer to have the title above the images. But it's crucial to keep it adjacent to the text it refers to for SEO purposes, as Paul mentioned. That's why HubPages prefers it that way.
   
   I know it's awkward sometimes when it seems to make more sense to have the title—followed by the image—followed by the text.
   
   So, the solution I use is to put the image above the text capsule, include the title in that text capsule, and have a caption that specifies the image's significance, possibly a summary of the following text. I hope that makes sense.
